Is Responsibilities/Reference letter absolutely mandatory?

I know that this letter is requirement mentioned in CEC checklist.
But I have seen people getting PR (2 years back) without submitting reference letter.
Even recently I have seen cases of getting AOR without submitting reference letter, of course they provide other supporting documents like paystubs, T4, etc.
So I am wondering what would happen to these AOR cases. Is there a chance that CIC asks for reference letter later in the process or can CIC straight away reject the application saying that the letter is not provided(but AOR means all documents are verified to be in place).

It is mandatory. Failure to submit this letter or having improper format (missing duties, not matching duties, etc) may result in rejection. You will still get AOR but will be rejected when the VO will assess your eligibility.

Sashali78 is correct. In the cases 2 years ago, at that time they just started CEC and they were not that strict regarding supporting documents & reference letters,, because in those days when they started CEC they had a quota for 2000 applications but they received around 200 applications. But if you see current statistics, in 2012 they expected around 6000 applications but they received around 10,000 applications... So dont think about taking any risk.. They have lot more people with reference letters and all supporting documents,, why they would prefer a person with incomplete documents over them...

Your file will get rejected even if you have a reference letter is not documented properly let alone not having one.

The letter is your key piece of evidence documenting your employment experience. The letter must be written after your 1 year - the VO will consider the experience up to the date the letter is written, not after.
