Is police clearance needed from your country of origin to apply for CEC within Canada. I know we need RCMP but do we need PCC too?

CIC will automatically conduct a name-based check for ALL applicants. Only if the name-based check is not cleared, then CIC will request that you do an RCMP check. Unless & until asked, you do NOT need to do it, no matter how long you have been in Canada.

but they didnt specify country of origin PCC, and if they say to do, What is fastest way to do that?
