Is my niece eligible to be sponsored by me?

Hi,
This topic may be asked many times, I just want to get confirmation from experts.

I am a canadian citizen, and live in Canada with my husband. We have no other relatives living in canada.

I am employed. My niece (my brother's daughter) is 12 years now. Her both parents are alive--she is not orphan.

Can I sponsor her to immigrate to Canada?

a) her parents are still alive, and possibly has other family in her home country
b) you have a spouse living in canada with you
