Is letter of explanation required if reapplying for CAQ?

I got my CAQ for Fall 2018 intake which is valid till November 2020. However, my study permit was refused for Fall 2018 intake and the only deferral I can get was for Fall 2019. As per the instructions on the CAQ, I'll be needing to reapply for the CAQ. Do I need to provide any kind of letter of explanation along with my CAQ application explaining why I need to reapply?
