Nahh, If you go through his chat history, it is indeed clear that he is an applicant. Also, getting a decision in 24 hours after the BVL is not always true. Do not point fingers or make assumptions.

I applied for someone as I am citizen and thru ATIP site. Applied on Sept 3rd.

@jigzyy so one of my friend applied for gcms notes on 6th and he also got that error message about AIP he just received his notes initiated on 24 Sept and on eligibility part it says interview recommended. I think they'll take interviews now to finalize the application.

Did your friend get additional documents request as well after AIP error message? They may not conduct interview but may make a decision based on the information available.
