Is ECA needed for Higher Secondary Education + 1 year (for my wife)?

My wife is a college dropout. After her higher secondary education, she completed only the first year (of her Bachelor's degree).
Is her ECA from WES or CES needed in the Experss Entry application? I am the main applicant in the profile.
