The last question is more important: as social work is already capped, the best thing to do is to get a job offer (in social work) from a Canadian employer who will apply for AEO on your behalf from HRSDC. Better still you can wait and hope Social Work will still be on the list when the cap is reset in (July tentatively). It is the duties that you have performed which are important. So if your NGO experience is akin to those of a social worker listed in the ministerial instruction, the u r good to go.
Now back to the first question, the process is made in such a way that one can apply without a consultant. Most people have applied on their own others used a consultant; using a consultant does not guarantee fast processing, intact there are instances where they have misinformed applicants. Your call.
I believe, the CIC website has wealth of information for prospective applicants and it is only when you read then you become familiar with the process.
Alternatively, there are other routes you can explore; the provincial nominee program, Quebec skilled worker or work permit. Hope this helps.
