I honestly don't think the cap was full on Dec 31st. It may have been close to 1000. 8) That's all I'm going to say. :-X

Than what the point of delay,what's harm in charging applicant of 2281.

I think CIC is prioritizing those NOC that reached 1000 like 2172 and 2171. From 2171 forum, this has been reached and CIC started returning applications.
If 2281 NOC already reached CAP, then for sure one of us should get NER that it has already been reached.

Even September applicants haven't received any update from CIC. I hope and guess all NOC applicant from 31st will be included.

My application reached CIC on December 15th for NOC 2281. So far my credit card was not charged.

Yes it has been capped before December 2014
