I am in same boat. But seems issue is back again. Resolved only for some time.Yay, finally I could submit my application and paid for the visa fee but not the biometric.
Although it seems to be fixed in the form but in the Client Application Summary it is still error "error finding lov text"...

Actually, they mentioned that everything is fine on their end and there is no error code 20009. I spoke with them three times, and they advised to report it as a technical issue.
