IRCC is sending test invites before background check complete , what changed ?

since late march based on tracker data and other cases almost everyone didn receive background check completed before sending test invite
until now about 10 people all of them received only test invite
is this a change in ircc ? maybe they will start applying finger prints on everyone ? or just got delayed after test is completed ?
never seen this before in other months
what do you think

Don't pay too much attention to the tracker. The data in that is very biased. Background checks and test invites are two different things and they are not correlated with each other. This has always been the case. The short answer is, nothing has changed. Just wait and everything will work out

didnt understand so you mean the background check may apear later and the date will show up as before the test ?

It probably is just a delay in tracker reflecting background check. If not - then the background check date will show up after test; if IRCC doesnt' care, why would you?

this was until now a good indicator to know if ircc will ask you for finger prints , in most cases if test invite come before bg check we saw that almost everytime you get finger prints so thats why this change may indicate something

I also received the test invite without background check completed. I don’t think they will ask for my fingerprints as it’s been less than 10 years from taking my finger prints the last time and they already have them.

Not necessarily.
Fingerprints are for criminality checks, but background checks also includes security checks. Criminality can be completed while security is in process...
Depends on the application.
