While previous visits make your application look good, visa decisions most likely will not be based on past approvals as circumstances do change.
A lot of people with good travel history are denied. The only way for OP to find out is by making an application. All VO's interested in is that TRV holders return home and not become an illegal immigrant.
That is exactly what I have stated in the last sentence of my message but if you want to have the last words you are welcome. I am not interested in a game of one upmanship just want to guide people who are in need of advice.

Hi. My friend sponsored to visit Canada so for the visa application to be expedited we asked an agency to process the application and that agency is coming from Ukraine and last Jan. 9 I got an email from them stating that they had finished the application and I am just now waiting for the interview at the embassy here in Philippines but for the visa supporting documents and other documents to be delivered to me I need to pay a certain amount but before I'll do the payment I want to make sure first if my visa was really processed cause I already the copy of my visa so I had the reference number of my visa and I am asking help from on how I could verify if it was really processed. Thank you.
Something does not seem right in all this 'processing'.

1. There's no expedited process for Canadian visas. An agency cannot do anything to expedite visa processing.

2. Not sure why an agent from Ukraine is handling your application when you've applied from the Philippines.

3. Interviews are very rare/uncommon for visitor visas.

4. You only need to pay the visa fees + biometric fees.

5. That said, did you give your biometrics when you applied? You need to give your biometrics at a Visa Application Centre in the Philippines otherwise your application will not be processed.

In short:
I suspect you're being scammed by the Ukraine agent. I also suspect s/he has NOT filed your application. Of course, I could be wrong but the points above will help you
