My company is planning on transferring me to canada via intra company transfer (icy). I am allowed to work remotely. I am wondering if I can work outside my employer location (Toronto) in Vancouver? If not, is there any other types of work permit that would allow me to work remotely in Vancouver?

The work permit generated will show if it will have restrictions as to the work site. If you’d be allowed to work anywhere in Canada. But this is something you would have to discuss with your employer first, assuming they’re the ones processing your application. Your work permit would be “closed” meaning it’s tied to a specific employer.

When you have that opportunity to work remotely, Why your company wants to transfer you to Canada?
You can work from your own country.
Based on your query, If you are already in Canada, you can work remotely irrespective of the physical location tied to your work permit. There is no harm in that because companies are allowing their employees to work remotely due to Covid-19.
