Yes, there are many instances of this happening. Study permit approval does not guarantee SOWP approval.

Thank you! Just a follow up question, when they review SOWP extension application of an international student's spouse, do they require that the SOWP holder should be employed in an in-demand skill? Or does not matter at all?
