International Student Applying for PR

Are international students allowed to apply for PR while studying? If I don't get ITA before my program ends, and I apply for a work permit, is my PR application going to affect my work permit application? I'm planning to apply for PR as soon as I start school on May 2018.

Also, I tried filling out the form to determine my CRS. However, there are a few things that confused me. Hopefully somebody can help me out.
1. What is your highest level of education?
  • I have a Bachelor's Degree in IT (4 years) from the Philippines. It has been assessed as equivalent to a Bachelor's Degree in Canada by WES.
  • I completed a Graduate Diploma program (4 months) in Canada
  • By Dec 2018, I will finish a Graduate Certificate program (8 months) in Canada. Program is 1 year with co-op.
Should I select (1) Bachelor's Degree - 3 or more year at a university, college, trade, or technical school, or (2) Two or more certificates, diplomas, or degrees. One must be for a program of 3 or more years?

2. Work Experience
  • I worked full-time as an IT Consultant/Project Manager in the Philippines for 1 year and 10 months.
  • I currently do not have Canadian work experience.
Should I put 1 year or 2 years as my total years of work experience? Can I round up work experience?

If you want to apply under the CEC stream, then you cant apply as a student. You ought to have worked for at least a year to qualify.

I will advise you focus on applying for your PGWP and get a job, work for one year and then apply. You can claim some points for foreign work experience provided you can provide proof.

You can try your luck under FSW also.
Please select 2) Two or more certificates, diplomas, or degrees.

Let's say I applied after working for one year. Can I stay in Canada on a visitor visa while waiting, or can I possibly extend my work permit?

How does it work in FSW? Do you select the stream (CEC, FSW) once you apply for PR? From what I know, FSW has a different scoring system (different from CRS), right?
