It's probably mostly to do with the number of prtds that are for those (seriously) out of compliance with the residency obligation, I.e. where the determination is actually whether the applicant is worthy of h&c relief or loses pr status.
Indeed, except for some very limited cases where working for and sent by Canadian government on posts abroad (eg diplomatic posts). If you had this type of job, you would know about it.

So time spent outside of Canada with one’s sponsor/spouse does count as being IN CANADA for purpose of meeting PR requirements. BUT, for the purpose of residency for Canadian citizenship, days/weeks/months with one’s sponsor/spouse outside of Canada do NOT count. This obligatory time MUST BE in Canada. Am I understanding this correctly? Thanks!

-Time with citizen-spouse outside of Canada MAY count for PR requirements. (It's not automatic, and can be denied. Long separate story there. But to keep things simple, yes, usually it would.)
-But that time with spouse abroad does NOT count for citizenship physical presence.
-exceptions where time abroad would count are far more limited, essentially only the diplomatic/military cases I referred to above (like if you or spouse were, for example, serving at an embassy abroad).
