inland spousal sponsorship in canada

Hello everyone,
I hope I could find some good advices here regarding to my spousal sponsorship application in Canada. I was an international student and my study permit just expired in Februay 1,2019 ( I have extended for a visitor visa while me and my husband working on our sponsorship). I was wondering if I can apply for an inland spousal sponsorship and open work permit now or should I wait until my visitor visa application decision made?
