We missed to fill only one form for applicant immediate family and consequently our online application was returned.
Can we just attach that form or should we restart a new application from scratch.
Any advice will be greatly appreciated.
But based on the info in the link that I provided, you can! Read it again.I did get an email on what was missing and i also read somewhere that it doesn't mean that this is the only thing missing.There might be other stuffs but they did not check further to what they initially found missing.
I wish we could just update the same application rather than go through the whole process.

Since someone (or a robot) determined that the application was not complete, they may feel justified in charging for `their time' to have found the mistake.
Prior to the change a couple of years ago, mandating that all applications are submitted online, there was also a risk that one (or more) of the paper forms may have been updated after the original application was submitted and those that resent the same (now outdated) form(s) had the application returned, again. The online only system would seem to have, at least, eliminated that problem.
You might call IRCC and hope you can reach a human. One that actually provides an accurate answer!
