Since you did your medical in Jan 2014, technically it has expired Jan 2015. The agent can make a decision to grant an extension on your current medical file or not. In your case, the agent has decided that you need to a new medical test. After all you cannot land in Canada without a valid medical test result. Good news for me, finally got my PR last week - May 28th....woohoooo!
Been a long road, three years in all. That was down to extra medicals, as it turns out, for no reason. I was just a randon victim of a spurious xray. Oh and the panel doctor sitting on the results for 4 months didnt help either!
But at last I got it! Hang in there guys, you'll get yours and the feeling is awesome!!!
