Got PCC today (Sept 27, 2019) from Toronto - Consulate General of India. It was for me and my spouse.

The PCC also had our photo printed on it.

1.PhotoCopy of the permit
2. PhotoCopy of 1st and last page of the passport
3. A draft of $92 drafted towards. They now also accept debit card payment directly at the submission window.
“Consulate General of India”
4. Copy of your current address proof it could be a hydro bill/lease agreement/driver’s license. In case of my spouse, she did not have driving license but we provided Ontario Photo ID card.
5. 2 CM X 2 CM photo affixed on the form. The form needs to be filled ONLINE by registering yourself. You can fill the form for all family members under one login. The portal where you have to fill the form is: https://embassy.passportindia.gov.in/
6. In case you miss #5, the Canada Post at ground level has computers and will help you fill up the form. But these are very easy forms and can be filled up much ahead of your actual visit date.

As you enter the consulate located on the 7th floor of 365 Bloor St E, ensure that you talk to the reception and DO NOT directly line up for any counters. At reception they will provide you an additional form (offline form) where in you will be asked for the reason of emergency. You can simply say "need to provide it to CIC for PR application". The reception staff member will also validate that you have your complete application. Do not forget to carry all the docs in original, including local address proof. Staff was courteous, as it could be in a rush. Submitted around 10 AM. Received the PCC around 3.45 PM (though they asked us to come around 4 PM we were there by 3.20 PM, which helped).

Now that they accept debit card payment, no need to go for bank draft. I had already created draft so no option. I have talked to the staff member to confirm that they accept Debit card payment for PCC and other services as well. This started only last week. Photo, can be taken at Canada post. They charged $15 for 1 person and will provide 2 copies. All the best!
Small correction.. the photo is 2 inch X 2 inch ( not 2 CM X 2 CM)

Did you get any email that police verification was initiated from Indian authorities?

No clue. Have to wait and watch.
New guidelines from these lazy people. https://www.cgitoronto.gov.in/page/police-clearance/
They are doing this to cover-up their un-productivity. Highly disappointed by the services.

Please note that the competent authorities in India have decided that henceforth PCC will only be issued after receipt of fresh police verification on the PCC application. This will apply to all categories of applicants. The processing time after receipt of application from the BLS (the outsourced agency) will be about 6 weeks or it can be issued after receipt of approval, which can be earlier or later. Applicants are requested to assess their requirements for obtaining PCC for India well in advance and submit their applications accordingly at the BLS, since walk-in will be practicable, given the instructions.

Hello, I have started PCC process, i sent them the documents on June 11th and purolator tracking shows it was delivered on june 12th however i have not received any email from BLS yet that they have received my documents or processing them.
Is there a way i can track my application, option on their website always says application not found.
I have been trying to call them but they don't pickup.
Can someone advise how long do they take to acknowledge or is there any pother way to track my application?

Guys,

If you need Indian PCC on same day, just visit India Consulate as they have emergency service but you have to pay almost double fee (91 CAD).

You need to carry following docs

1. Indian Passport
2. Police Clearance Application Form http://www.blsindia-canada.com/forms/HCI-CGI_Police Clearance Certificate form.pdf
3. 4 Copies of Police Clearance Reference Form http://www.blsindia-canada.com/forms/HCI_CGI_Police_Clearance_Reference_form.PDF
4. 4 Photographs,as specified here http://www.blsindia-canada.com/photo_spec.php
5. Copy of status document
6. Copy of address proof
7. Bank draft of CAD 91 on the name of "Consulate General of India", Please get this fee verified as it might vary in Vancouver or Ottawa.

In Toronto, there is a Canada post shop in same building that provides photographs, print, photo copy and bank draft services.

Thanks,
Is it really possible ?

Is it really possible ?
Have you or anyone been successful in getting PCC from Consulate ? or we have to go through BLS only.

I have one more query.
For PCC do we need to provide any Indian address proof where i stayed before? Or can I give any address where my relatives are present to confirm my details? example My passport has Pune address which was a rental house. I have relatives in Delhi, can i give Delhi address in PCC application ?

PS: I am doing PCC for PR purpose.
Thanks in advance.
