Indian - Queries on financial proof. Study permit.(Summer - 2016)

I have been granted an educational loan from nationalised bank for 20 lakhs.
They won't transfer a single rupee unless I show my visa approval letter.

Do I need to arrange GIC and first semester fees for (MS ) or Can I file visa with the loan sanction certificate alone ?
How good will be my chances ?
My class starts on May first week 2016. Will I be able to get visa in this time if I am going to apply with loan sanction alone ?
Will a sponsor with money equivalent to 10,000 CAD in an Indian bank account stand equal chance for GIC ?

How to prepare a sponsor letter ? Is it a plain letter or notarized one on a stamp paper ?

Please help me. Suggestions are welcome.

Could you please tell me from which bank you took the loan ? and on what basis

Because I inquired with PNB and they would only offer a loan of Rs. 7.5 lacs

it is preety much same for all banks... they would give u loan up to 7.5 without any guarantee... upto 10 or 12 something (I dnt remember exact figure) some one must become your guarantor... greater than that you needto keep some property of greater amount on guarantee...
