Hello, everyone!
Firstly, my apologies for this question constantly being asked. I've been doing my research to figure out what the best course of action is for our particular case, but I'm honestly just so confused and don't even know where to start. It's as if the more I read, the more confused I get.

My husband (USA) and I (Canada) have been together for 10 years now. We were married in February of 2019 (in Canada) and I recently gave birth to our twins. For the past 10 years he has been traveling back and forth to visit for 6 months at a time. We kept putting the paperwork off, but now that the kids are here we're really focusing on getting this all figured out so he can be here permanently with us.
My main question is - which option out of inbound vs outbound would be best for us? He currently isn't tied down to work in the States, so if we have the option of him staying here with me and the kids, that would be best. If this even is an option, would he be able to travel back to the US while his application is processing? Would we need to file any applications to allow him to stay longer than the 6 months, like a vistor visa, while the application is processing? Is this even required? Or would it make more sense to do an outbound application and have him travel back and forth as he was before?

As you can tell, I'm all over the place. He's here now and set to return to the US at the end of February, so I'm a bit stressed. Any help would be greatly appreciated!

Inland he can stay in Canada throughout and would likely receive work permit a bit earlier (apply at same time). Would have to extend his stay during process if longer than six months (not difficult).

The intention of inland is for the applicant to remain. I believe short trips back and forth are not a serious problem but if he will need to travel a lot or stay longer in USA, outland may be better (effectively doing what he is now).

But, I'm not as familiar with the inland so feedback from others to confirm would be best.
