I am planing to apply for PR, his ban will be over in jan 2022 and my work permit will expire in sept 2022.. can we apply for PR there after?
And what if my file is picked up in express entry pool by the time my work permit expires.?

You can apply for PR once his ban is over. If you receive ITA and submit your complete application before your work permit expires, then you can apply for a BOWP and continue working.

depends on why he is inadmissible. You can try to get a closed work permit if an employer is willing to try to get an LMIA and you get a work permit.
He can apply. But it would be very difficult for him to get a visitor visa or work permit because of his history with IRCC.
However, you can sponsor him for PR once he is admissible. That would be a easier route.
OP is on a student visa. No option for sponsoring as spouse, at least at this point.

It is unlikely that your husband will be approved for a dependent visa once his ban is over since you will only have 8 months left on your work permit and due to his past inadmissibility. However he can certainly try applying once the ban is done.
