in-lieu of non impediment certificate?!?!?! HELP

Hi all.

I’m Afghan citizen living in Ottawa as Permanent Resident.
I would like to go to Sri Lanka to get married.
They are asking me for Certificate of non-impediment marrying abroad.

If anyone knows anything please share it with me so that I can get it too.

I don’t know anything about this issue.

I need a in-lieu of non impediment certificate/freedom to marry certificate. I am an Albertan citizen, and cannot figure out how I get this form. I realize that I need to:


1.)Make a Statutory Declaration of my present marital status (how? With a notary?)
2.)Apply and obtain a search paper (from where)
3.)Apply for in lieu of non impediment certificate (where?)

I was told that Canada does not offer any documentation to this effect , and I had to go to the embassy in the country im marrying at for a document in lieu or whatever its called. I showed up at the embassy and it was first come first served but the process took about 20 minutes total for the paperwork. make sure to find their hours, the embassy I went to only processed on mon-thurs before noon, and nobody at the front area even spoke English!
