Thank you, rhcohen. It has been re-worded to:

Canadian Visa offices that are completing 80% of cases in over 2 years time as published from Citizenship and Immigration Canada's website.
that's still not right. that's still saying 80% of cases take longer than 2 years. that is not the case. in reality only 20% of cases actually take the amount of time or longer than the processing time posted.

The petition is pointless. The reason London visa office saw such a dramatic increase in posted processing times, is because all of the Pakistan applications previously done in Islamabad visa office are now being processed in London. Islamabad had something like a 30 months processing time before, due to the massive amount and slow speed of security checks and other factors involved with Pakistan applicants.

Since they can't split up times for 1 office on the website, the 29 months for London is now including all these very long processing Pakistan apps. The number is completely useless to UK citizens applying through London. There will be a huge difference in processing seen with UK applicants getting processed in relatively quick times, and Pakistan applicants taking much longer. I doubt a single UK applicant will ever actually see anything close to 29 months.

Instead of reading the posted stat on CIC website which is not accurate at all, try to actually go read the London visa office thread, and see what times people are actually seeing these days.

As stated in the thread, this isn't specific to UK citizens. I am sponsoring a Pakistani applicant and I don't think the 29 months (or even 20 months) for myself or non-UK citizens should be acceptable.

Following is the breakdown of processing time of Family Class (Spouses, Partners and Children)
for the period from July 1, 2013 to June 30, 2014 (All Offices):

20%30%50%70%80%
6 months 8 months 11 months 15 months 19 months

source:
http://www.cic.gc.ca/opendata-donneesouvertes/data/000001-eng.xls?_ga=1.254507151.647533316.1423945902

Current processing time information on CIC website is for the period from Jan 1, 2014 to Dec 31, 2014, but that just lists the time taken for 80% of the cases. If that is looked in detail then it will give a different view of processing time.

unfortunately, part of the issue is how long it takes CIC to receive background and security information from the authorities on the country of citizenship of the application. this is completely out of cic's control and would require pakistan to change IT'S system and process for responding to requests from other countries. as stated by many people, the processing time is not just about the immigration officers at CIC's work habits and ethics. a large component has to do with the relationship between canada and the country of citizenship of applicants. Unfortunately, CIC can't control some of these factors, and the applicants are the ones that suffer. perhaps putting pressure on the home country to have better relationships with other countries and their process will result in some movement, though i'd assume it would be a fruitless attempt.

It's been like this for many, many years for Pakistan applicants, previously through Islamabad office. In reality a petition will do absolutely nothing to change anything. There are reasons for the long processing times, it's not because CIC just randomly selects some country's citizens to take longer than others.

I still believe there is room for improvement.
For instance, it can take 2 to 3 months for a visa officer to open an ecase file.
It took 94 days for myself to get Stage 1 sponsor approval when others including Pakistanis have had approval within one month which is totally possible and reasonable.
Is there room for improvement on the Pakistani side, of course there is. And with mutual effort, pressure them for action.

In general, there are many cases far worse. Many require a visa to see their loved ones in Canada . 5 years for us.

Just pray you wont be denied. Yup, that happens too ! 8)

Even getting the TRV is really difficult since you need to convince visa officer that your spouse intends to return back to his/her country while you have a permanent resident application in the queue.
My wife had left her job when we got married and is pregnant.
If I put myself in the shoes of the visa officer, I would have legitimate doubts of her returning back.

I highly doubt cic will reform the family class sponsorship process , they are more worried about the new express entry program as it generates more revenue and stimulates the Canadian economy by bringing in highly skilled workers, why do you think those applications are getting processed so much quicker then the family class sponsorship, it's higher on the priority list to get these people in the country. That's an opinion but the more I'm looking into cic that's the feeling get. It's all about what's stimulating the Canadian economy and the FAM is definitely not so,thing they really give two shits about, they could care less about families being split apart for years. Money talks.
