I am going over to Canada in a couple of weeks to get my COPR signed and start my residencey. I know I have to provide a list of goods with me and goods to follow but I won't be staying Canada, I will be returning home to the UK for up to a year. My wife is a Canadian citizen, do I still need to fill in this form and if so how accurate and detailed does it have to be? My wife is not accompanying me to Canada this time.

Try to be as detailed as possible. Make a list of the boxes/bags you have with the contents and value. As a landed immigrant, this is your only chance to get your stuff into Canada, after that, you will be very limited on the amount and the value of stuff you can bring.

My only thought was that my wife will be accompanying me to Canada when we move over permanently. As a returning citizen could she not fill in the forms for our possessions when she travels?

Yes she also needs to do the forms if she's been gone for sometime. I can't recall the number of years but we're having to do it and my partner has been out of Canada for about 8 years

So do you think I could get away with a zero declaration? If I declare goods now a year before I arrive, this list will almost certainly change.

If you don't submit a list you won't be allowed to take stuff with you and it may be hard to argue it belongs to your wife. If you really started going through stuff you could come up with something. An absolute PITA to do (we're currently putting together the forms) but it will need to be done at some point anyway. You could just stuff that is purely yours like tighty whities, electric shaver etc

Just occurred to me, you may want to confirm your wives requirement to live in Canada once you become a perm resident. Remember she had to show intention to move back but I've also heard of exemptions if both living together abroad. I am not best placed to advise on this so make sure you get clued up on it yourself or maybe someone else can advise.
