Also, if your reply has come from LVO, then your visa office is London, not NDVO. Are you currently residing in the UK?

Based on your NOC;
Reading skills are leading to level 4 which is in the range of advance and you only have 4.5 band in IELTS which is considered as Basic to modest.
Writing skills are also also going up to level 4 and you scored 5.5 which marginally seems to be OK.
Oral skills require level up to 3 and you scored 6 and 5.5 in speaking and listening so you are fine here.
This website is basically a benchmark for Visa Officer to check your language skills against your NOC skills requirements.
If you see Naeem's Procedural Fairness Letter which he received from LVO. LVO replicated the same skills as per his NOC from this website and compared them against his IELTS score he submitted earlier.
