Ah, I see for NB the province is Manitoba, in that case do contact them as soon as possible, they stand the most chance of being able to help.

Do you have this writing? if this is the case then why SINP and other PNP programmes still give nominations on low IELTS score like CLB level 4/5.arcticbeans said:
Remember there are two types of PNPs. one through EE which certainly needs to follow a minimum 6 band in each module requirement and other is PNP through paper based application like SINP OID which is a bit relaxed in in terms of IELTS requirements.
However, the bottom line is IELTS score is reliant on your NOC level specially for paper based applications.

@ the super king, sorry what do you mean? My application is with the LVO at the moment.
@ naaem, yes I know, there are many streams but we were told that no matter which stream you still had to meet federal requirements set by CIC as they final decision is theirs. No, I don't have it in writing, although I am sure I have read it somewhere too. That was the reason I suggested you contact Manitoba asap, if they have accepted you they may be able to get the LVO to accept your updated scores and they may be able to shed some light on it.
It is rubbish though, if you are accepted by a province and they have checked your documents, that ought to mean that the visa office accepts you, sadly that doesn't always seem to be the case.

As this is the same address from where i have received email i have mentioned early. email address i have sent my improved ielts is as: LDNIMMIGRATION@international.gc.ca. if its ok then i have sent it correctly otherwise not.

See link here for your NOC 2281. You can check each skills like reading, writing and oral communication. They mentioned it in a scale 1-5. with 1 basic, 2 modest, 3 intermediate, 4 competent and 5 advance.THE SUPER KING said:

Based on your NOC;
Reading skills are leading to level 4 which is in the range of advance and you only have 4.5 band in IELTS which is considered as Basic to modest.
Writing skills are also also going up to level 4 and you scored 5.5 which marginally seems to be OK.
Oral skills require level up to 3 and you scored 6 and 5.5 in speaking and listening so you are fine here.
This website is basically a benchmark for Visa Officer to check your language skills against your NOC skills requirements.
If you see Naeem's Procedural Fairness Letter which he received from LVO. LVO replicated the same skills as per his NOC from this website and compared them against his IELTS score he submitted earlier.
