I think walmart, walgreens & target only take passport size pics.

Hello,
I took my photo by a digital camera and measured according to photo specification of immigration rules by Photo shop then took print out from Walmart. It save me lot $$$. Each 4x6 print out cost about US$ 0.35. I could accommodate 4 passport size pictures in one print out. That mean each 4x6 printout gives 4 passport size pictures. One thing has to keep in mind no shadow should be allowed at the background during taking picture.
I took partial help from the following web site. This website describe how to make US passport photo but the procedure of making Canadian immigration photo is almost same.
