For those wondering....Atlantic Canada refers to Nova Scotia, New Brunswick, and Prince Edward Island.
For this year alone, they are expanding the immigrant intake by 2,000 more primary applicants so this is a huge jump for those three provinces.

The minister also said in the video that they are working with companies to provide incentives in hiring new immigrants with the intention to keep them in the said provinces :)

That said, anyone seeking provincial nomination should be on a lookout for those three provinces :)

1. How do provincial nominations work- is there any published criteria as to how they select candidates? E.g. is it based upon monthly numbers of invitations and a score cutoff and are these published like they are for Express Entry?

2. The New Brunswick nomination programme which "may limit invitations to apply to individuals who have an occupation on our priority list." How can one know how many vacancies are reserved for the priority occupations?

3. The New Brunswick programme states the following: 9.
"Are there any occupations that are not eligible through the NBPNP Express Entry Labour Market Stream? Yes. Individuals who intend to apply and work in occupations that are regulated in New Brunswick (require a license or certificate to fully practice) must have either a valid job offer from a New Brunswick employer or a license or certificate issued by a New Brunswick regulatory body."

Does this mean that licensed occupations are not eligible or that they are eligible if they have a job offer or licence. As for a licence, it isn't possible to get one without already being in Canada (at least for engineers), so I find this a bit puzzling.
