Now to answer your question: Yes, I had applied for PRTD, which was rejected. Once the PRTD is rejected, you have 60 days to appeal or your PR gets revoked.
This is where IAD comes into the picture. One gets an opportunity to explain why he/she deserves to retain the PR status despite failing to meet the residency obligation. During the process, one can provide a detailed written explanation along with supporting documents that can justify prolonged absence from the country. Besides this, you also have to present your case to a member of the counsel, who can/will cross-question you as well. In simple words, it is a court case, where both the parties are arguing to prove their point.
As long as you can prove that there were circumstances beyond your control that warranted your extended absence from the country, you will have a fair chance to present your case. As you have been rightly advised, please consult a professional for the best advise.
