If my common-law partner is my sponsor, does he still have to fill out forms IMM5406 and IMM 5669?

Those are required by the applicant, NOT the sponsor.

Just follow the document checklist and you'll be fine. As you will see, there are different forms for each person.

No he doesn't have to fill the immigration forms. Only you the applicant (the sponsored person) has to complete these forms.
