2012 post, CIC underwent a reorganization and the Buffalo office was closed.
As in most questions on this forum, CIC really does provide the answer, all you have to do is be willing to read and follow the instructions.

Immigration Office requested for the processing of your application
Indicate the name of the Immigration Office which serves:
your country of nationality, or
the country in which you are residing, provided that you have been lawfully admitted to that country for at least one year.
Note: Do not select the CIO as the immigration office requested to process your application. Although you may be required to will submit your application to the CIO, you must indicate the name of an appropriate visa office using the criteria above.

The INTAKE office is not a VISA PROCESSING office.
Short answer - most CEC applicants who are currently living in Canada will select CPP-O for their visa office. The only alternative is to select the visa office serving your country of citizenship.
Vegreville does Family Class applications, not CEC.
