IME number for Medical

Hi guys, can somebody please tell me how IME number works? I tried so many immigration medical locations but they all ask for IME number and also that they cannot do the medical exam without the IME number. I tried explaining how I am applying for my PR and therefore, I don't have any documents from IRCC that provides me with the IME number. But they don't listen at all. I would highly appreciate if someone can let me know how to go about it?

you need to tell them you are doing upfront medical exam.

What this means is that we cannot do the upfront medical exam for now? I guess I will have to wait until the situation gets better. This stupid virus has ruined a lot of things for a lot of people.
