This is why it is almost always better to choose option A. If the reason the sponsor is found ineligible is because of a mistake on the part of the sponsor made while filling out the forms, or is because of something that can be fixed, it is much quicker to just redo the forms, or fix the problem, and reapply.
You can fix the problem and send proof to the visa officer and ask him/her to find that the sponsor is eligible after all, but for visa offices with long wait times, you might be waiting a year or more before you find out if the VO will do this. There is no guarantee they will. If they refuse, then you have to wait a year or more to appeal, and may still have to reapply. Better to just get the application returned at the sponsorship stage (which will take a month and a half), fix the problems, and reapply.

Hello,

I sponsored my parents including 4 siblings underage. My 2012 income was short of only $200 that is why IRCC told me that i'm not eligible to sponsor however IRCC transferred my application to LVO in Manila for reconsideration. They asked me for any other evidence in order to support the application so we sent our 2015, 2016 NOA. After 8 months I got pre arrival letter for parents and 5 days later they are requesting for medical, PCC, and RPRF. Everything was done and all documents was submitted on time. Now my question is since I am not eligible to sponsor because of low MNI in 2012 are they still considering our application or are they still going to refuse it? Because why I got pre arrival letter, etc and then refuse it? I spent so much money for medical for my family, etc and no refund If I got refused.
