IF FSW APPLICATION IS RETURNED, CAN I RESUBMIT

I`ve submitted my FSW application on November 30th, 2014. I realized later that I might be short in one point from the passing score which means I have 66 points and not 67 points.
I intend to improve my score by taking the IELTS again soon. My question is will I be able to resubmit the application again given the fact that the CAP is not full and 2014 was the last year that the CIC accepts applications for the FSW program?. Please advise.
Two days ago they have charged my credit card for the processing fees.

Yes. If they charged your payment and your points not reached 67. they will return your app. with NER. I just wish you luck for express entry.

Kindly explain your doubts why you got 66.. I calculated my points and is exactly 67 and got PER... maybe yours is 67 too...

I initially calculated my points prior to submission of the application and it was 67 according to my calculation. The points for each criteria were as follows:
Language- 23 points
Education- 23 points
Experience- 15 points (6 years of experience or more)
Age- 6 points
Total points: 67 points

I got the following IELTS scores:
Speaking- 8.5; Reading- 7; Listening- 6.5; Writing- 7.5.

I calculated my points and I got 23 points according to the British Council calculator but then someone told me about another website that calculate the score for FSW program and it shows 22 points. The website is not affiliated with the CIC and it says that it is a suggestion by "century"- I have no idea who they are but some people say that this is a calculator they followed to calculate their score.

Impossible to resubmit. You have to apply under EE.

I read somewhere that if "your total score is less than the passing mark then you are not likely to qualify for immigration to Canada as a
skilled worker. We recommend that you do not apply at this time; - However, you may apply if you believe there are other factors
that would help you to become economically established in Canada.

I didnt submit any letter to explain the 66 score. IF MY APPLICATION IS NOT IN, THEN it means I will get a letter with NER. Perhaps then I can submit an explanation about the one point difference to them??. I really have strong application, two graduate degrees, and plenty of experience.
Any thoughts?

Just to clarify, I read that notice on CIC website and not on any other website of an agency or other related body that provides immigration services of any sort.

Refusal is guaranteed if you have less than 67 points. They will not consider your application if you only have 66 points. It doesn't matter how many letters you send - less than 67 points is an automatic refusal. You need to forget about your old application and start preparing for EE.

1. An aside note, the OP will have to improve his score from 66 for EE as if s/he submits a profile s/he will be found ineligible with 66 points.
