So when CIC described CLB 9 in skill transferability factors should I get in IELTS L8 R,S&W 7 all combined ? or

if I got W 6 and L 8 translated to W is CLB 7 and L is CLB 9 ? in this case if it is true how skill transferability factors are calculated ?

All combined. Anything less than 7 you will not be rewarded extra points in STF. L 8 will remain unchanged

The basic rule is that you need at least CLB 7 on all 4 areas which translates to an IELTS band of 6 individually for each section.

There are 2 slabs in Skills Transferability - you qualify for the highest slab if you score CLB 9 in EACH section and you are in the next highest slab if you score between CLB 7 and CLB 9 in EACH section.
 
GUYS which standard is better to give IELTS, whether AEO or British council? I've heard that British council does not give good scores?

These are standardized tests, scoring of which is determined even before they are administered. There is no subjective scoring in listening and reading - it's very straightforward. There might be some subjective scoring in writing and speaking, but you can always appeal if you feel you have been assessed wrongly.
I don't think choosing one or the other will make much difference in your score. Preparing well for the exam will, however.
