CIC looks at the individual scores over section to calculate points. Look at Section 12.9 at http://www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf for details on the points. In your example, if you gave the scores L/R/W/S you would have 4 points each for listening, reading, and writing and 2 points for speaking for English as your first language. You can decide which language you report as your first (should be your stronger language) and which as your second.
