You haven't provided enough information.
You can figure it out for yourself. Follow these steps:
1. Go here: http://www.cic.gc.ca/english/express-entry/grid-crs.asp
2. Calculate all your points, except for language.
There are questions that ask about your experience+language ability. For now, calculate these assuming that you do not score CLB9 in each area.
3. The latest cutoff has been 482.
So take 482, and subtract the score you calculated in step 2.
This is how many points you need in the language section to reach the cutoff.
4. Look at the language section, and determine how you can break up the extra points you need.
If your score is still too low, or you need CLB9 in each section, go back to the questions that ask about experience+language ability, and add the additional points.
For example, let's say the score you calculate in step 1 is 400.
482 - 400 = 82
This means that you need at least 82 points in the language section.
Scoring CLB 8 in each language area will give you enough points.
