Its minimum 6 band in each module (Reading, Listing, Writing and speaking)

I am software engineer and I have 3 years work experience in my field and i have got IELTS 6.0 band overall but its like this Speaking 6.0 Listening 6.0 Writing 6.0 and Reading 5.5 so am I eligible to get work permit in Canada?

It will depend on VO. But I would say, if you look at otehr programs requests. Score 5.5. is not enough for IT job.
