Now tell him to retake IELTS and get CLB 9 and and his score will be more than 420

Can you guess any other reason why isn't he not qualified in the first place ?

Probably a technical glitch

After IELTS.
What is next step guys?
I understand we need to evaluate degrees from WES Canada services.

Do we need 10th and 12th standard transcripts also?
or just bachelor and master degree transcripts are sufficient?
Please advise.

Hello all, I have more than 6 in each module but still when I checked my eligibility in CIC site, it is saying not eligible. Do I have to have more than 400 score to apply? my total score is 380. Please advice. Thanks.

The CRS Score doesn't tell you your eligibility - it only informs your likelihood of getting an ITA (Invitation to Apply) once you're already in the pool (for the record, it is unlikely you'll get an ITA with a score of 380 :( . The current trends indicate that one needs a score of 440 or higher to be in the running for an ITA).

But before you even get to that point, you need to check your ELIGIBILITY under one of the 3 programmes that fall under Express Entry - Federal Skiled Workers (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST).

See the link for the Federal Skilled Workers Eligibility Assessment here (you have to score at least 67 out of 100): http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp

This link tells you your GENERAL eligibility (for any of the 3 programmes), but it won't give you an exact reason why you're not eligible. With the link I gave you, you'll be able to calculate step-by-step to CONFIRM that you're not eligible for FSW and why...
