the case is that I took IELTS several months ago and because my results were not good enough, I did not go to the center to pick up my TRF and I was not at home when they tried to deliver it. Now I am in Canada and I have a good chance to get selected in PR programs. But I do not remember my scores. IELTS center refuses to send my scores by email! the post offices are closed in Spain, so they cannot send it by post, too. Can I claim scores lower than my real scores, in order to just create a profile, and after receiving ITA, I send the true scores which are certainly higher than what I claimed?

You don't need your IELTS TRF to create a profile; you just need the TRF number so even if you don't have your TRF, as long as you still remember your candidate number, you can figure out your TRF number.
I don't think you should lie to IRCC under any circumstance and even if you did, I don't think a false IELTS score would go undetected and help you receive an ITA since the IELTS score is probably the easiest information to verify.

Do you still have your IELTS candidate number? You know, the slip you got on your written test with your personal information on it.
You can figure your TRF number out by yourself.
For example:
Let's just assume your name is John Doe, your candidate number is 014859, and you just took an exam in Thailand. Your slip should look like this:
name: John Doe
test center: TH021
module: General Training
candidate number: 014859
test date: 2019/11/11
Then, your TRF number is 19TH014859DOEJ021G.
19 refers to the year you take the test.
TH refers to Thailand.
DOE is the first three letters of your surname.
J is the first letter of your given name.
G refers to general training.
021 is your test center number.
You will not be able to complete ee without the ielts report number which will be on your ielts report. If you do not have the report they is no way of doing it.
