IELTS and Second language requirements!

I will have to take the IELTS and I want to study as hard as I can to ace it.

A= Is 7 the highest score you can get in each subject? How hard is the test for those who have taken it?

B= Also, in the application as well as in the assessment test they will give points for the second language in which it must be french. I am planning to get some books in french and try to learn the basics to help me in the points system. Will they request me to take a test in French since I have not heard anything about testing the second language.

There is another test for French. It's called TEF: Test d’évaluation de français

you can score 7-9 band in each section but can get 4 max points in each section by scoring 7

There are 4 categories, listening, speaking, writing, reading. For each category you get 7.0 or higher, you get 4 points so total 16 points for English if you get all. If you get from 5.0 to 6.9 you get only 2 points per category.

For example, if you get 7.0 in two categories and 5.0 in two, you get total 4+4+2+2=12 points

The lawyer I am working with says I need a 7 or higher to get accepted in the General Training. Elaborate more please. I thought the highest you can get is 9 points total? So getting a 7 out of 9 seems tough!

Unsolved problem stands here as well. Will they accept IETLS within one year before submitting the application, so one can determime points for sure? How can we find it out?

Why? Just read what CIC posts on their web site:

"Q14: I have just taken a language proficiency test at a designated organization (such as the International English Language Testing System (IELTS) or the Test d’évaluation de français (TEF)). Can I submit the results now?

If you apply after September 1, 2006, (under the simplified application process) no supporting documents are accepted at the outset. Please only submit your language test results once you have been asked by the visa office to submit supporting documentation. Any documents submitted prior to this will be returned. If you take the language test within one year of submitting your simplified application, those results remain valid and will be accepted as supporting documentation by the visa office.
