I know what CIC says. They basically say that you have to tell the truth. And also, when it comes to the process of work permits they simply go by the book. So since IEC is a program being processed by the individual countries of citizenship (it is Berlin by the way, not Vienna. Vienna takes care of all PR applications and work permits EXCEPT for those that fall under the IEC initiative), you are obliged to fill out the form for a work permit made OUTSIDE of Canada. If you are INSIDE of Canada, you do not qualify. Yes, IEC technically says you CAN apply for a second IEC visa while still in Canada (which is why they will accept you for stage 1) but CIC then provides you with a work permit application made from OUTSIDE Canada. I know, it's stupid. They should change that and hence give you the choice between the two forms (inland and outland). But....they don't. And the officers don't care. Like I said, they go by the book. If you are filling out a form for an application made OUTSIDE of Canada while being IN the country, you are not eligible. Period. I've seen it happening quite a few times in different forums now, it's stupid but if it's the way it is - so be it. If anyone wants to gamble, hey, go for it! But I certainly don't want to jeopardize my visa and will go super safe and claim to be in Germany. This is what my co-worker did and it worked.
