Agreed. Under the current rules the earliest you'll qualify is sometime in 2020.

Once the bill is passed, the earliest you'll qualify is sometime in 2018.

I guess with Bill C-6, He/She will be qualified in 2017. Each year will be counted as .5 year

no, each year pre-PR will count as 0.5 year but one can only get at most 1 all together, no difference whether you have stayed for 2 years or 20 years, you can only get 1 year of pre-PR credit
