I want to apply for skilled worker in Winnipeg, Manitoba

I have already applied for permanent residence visa in Toronto, Canada 2yrs ago. Now I would like to know, Can I apply for Manitoba,Winnipeg City as my elder brother Canadian Citizen is now working in Winnipeg since 1yr. ? What I have to do? If yes, will it effect to my original application?

Please advice me in details.

No,because you are applying to 2 different Provinces,Toronto is Ontario and Winnipeg is Manitoba and Please note different Provinces have different Immigration Policies,Canada is a Federal Country with Provinces allowed to make their own Immigration Laws

What kind of application did you do for Toronto that you are waiting for 2 years? Was it a skilled worker application? Where did you send it to? Are you staying in your home country waiting?

If it was a skilled worker application, you would not have mailed it to Toronto, but you might have said on it that you wanted to live in Toronto. If it was a skilled worker application, you would be ok to apply for Manitoba PNP at the same time. If it was not a skilled worker application, you have to tell us what kind of application it was.
