She doesn’t even know that we have an application for Canadian pr. the last time my husband spoke to her was about 10+ years ago. She only contacted him and said she was tired of taking care of the child alone and she wants my husband to start paying for the child’s upkeep. This woman is married with a family of her own but the child in question stays with her mother.
They have refused to give my husband custody of the child for now but i know in future when the child is older it might be a better opportunity for her to migrate to canada

So i just want to know if we can add her as a non-accompanying dependent and if that wont affect our application as misrepresentation
You don’t need to pay a consultant or lawyer. It is very important that you add him before getting PR and landing. Just like your new baby, you need to add the 10 year old as well. I would include a short explanation that your husband only recently discovered that he had a 10 year old which is why you are only adding him now. I would assume that IRCC will ask for a DNA test. There is a procedure that must be followed for DNA tests for immigration and only certain labs are acceptable, etc. so don’t pay for a DNA test to include it with your application. If you want to do a DNA test to confirm paternity for personal reason you can certainly do it but may have to pay to do another one for IRCC. The son will have to do a medical. If the mother does not want the child to come to Canada adding him as a non-accompanying dependent is a good option. You will have to sponsor them before age 22 if they decide they want to come to Canada in the future.

Well, I disagree. The wording of that disclosure must not imply/infer any intentional concealment of fact or misrepresentation or sheer incompetence/negligence. At this stage of the process, OP cannot afford to take any chances. Paying someone to write or even review the wording is worth every cent - unless OP is extremely confident in doing it herself which doesn't sound like the case to me.
