IMM 5669 - our question is how do we know if principal applicant has to fill out the solemn declaration portion of the last page. It states you MAY be asked to sign in the presence of a representative of the Canadian government...

"DO NOT COMPLETE THE FOLLOWING SECTION NOW" is what is written before the declaration, so don't fill it out! I assume that is used in some cases, maybe if the applicant needs an interview? Either way, no need to fill out the bottom portion. Only the "Authority to Disclose personal information" bit above it.
