I mistakenly applied for a work permit with an expired CAL

I mistakenly applied for a second IEC work permit with an expired CAL. It then said it was refused in my cic messages.

As I am applying again for my second IEC this month, would I need to check 'yes' when they ask "have you ever been refused a visa or a permit, denied entry or ordered to leave Canada or any other country?" ?

Will this also slow my application process?

Hey I am sorry this doesn't help you, but can I ask how you went about reapplying? I have just realised my CAL is expired but my work permit is not complete, how do I start again? Sorry again I know this doesn't help you but I am freaking out! HAHA.

Hey I got my new Visa after all...

I just ticked yes for being refused a visa and wrote in a letter of explanation of my whole situation about it and it was approved.
