I missed my CELPIP test last Saturday

I missed the CELPIP test on August 24th。 I did not take it at all because of a time conflict. Can I register for another one on September 21?

Yes, the website says:

... Therefore test candidates who have taken a CELPIP Test on a test sitting date may not register for another CELPIP Test (of any type) unless it occurs at least 30 days later than the one just completed. Registrations that violate this policy will be cancelled.

But you did not attend that test right? So you did not complete the first test.
If I were you, I would call CELPIP or use the contact form to email them and ask.
I was not able to find information applying to your situation where someone did not attend the test.
