Your application is a non routine application. CIC state that 80% of such applications received between Jan 1 and Dec 31, 2013 were processed in 36 months (from receipt of application to final decision). You first need to establish:
1. Who sent you the RQ...was it Sidney CPC or Calgary Local Office. Check the postage stamp/ marks on the RQ letter. (I expect Sidney due to the fast issuance of the RQ).
2. What version of the RQ did you receive - there is a form number at the end of the RQ pages stating CITXXXm/yy
Your RQ documents will eventually be reviewed. No one knows how long this will take but its unlikely to be in the near future or even in 2014. If they satisfy the Citizenship Officer as to your residence then you will be scheduled for a test. If they don't then you get to see a Citizenship Judge. Calgary has 2 CJ's and Edmonton has 1 CJ i.e. the whole of Alberta has 3 CJs. The timeline to see a CJ is at least 12 months in addition to the 'routine' processing time currently quoted as 24 months again for 80% of applications in the same Jan 1 to Dec 31, 2013 timeline. Calgary 'routine' applicants are taking 18 months on average to finalize to oath so unless something drastic occurs in Calgary to speed up processing time expect a hearing some time in 2016.
You should have included in your RQ package Notices Of Assessment from Canada Revenue - they are collaborative evidence that you paid taxes. It would also help your application if you could get the equivalent of CBSA in your home country (especially if this is the only place you traveled to) to provide you with a record of entries/ exits. Again this will collaborate your declared travel dates to CIC. Why did you not include a copy of the police report for the passport loss?
