Question 1 : As this is non-express entry application, Do I need Police Clearance certificate(I have not visited India Since I came to Canada Oct-2022)?
Question 2: Can I travel to India after applying for PR ? (I am on dependent work permit , I have TRV as well for 10 Years)

Question 1 - Yes, I believe you'd need a PCC from India. This is what it's stated in the document checklist - "You must get a police certificate from each country or territory where you have lived for six or more months in a row since the age of 18."
